Can someone help me understand why it takes 12 months for reconstruction of 4.5km of an existing roadway?

That might be code for improving/widening Old School Road in preparation to handle construction equipment for hwy 413 construction, and/or anticipated residential and commercial development as a result of its construction.

Or why they do random sections of Old School at a time rather than just fix the road properly!! 🥲
